Fu Min FCCA has been named winner of ACCA’s Global Public Sector Advocacy Awards for 2024. Having also won the national award for China, Fu Min was announced the global winner at ACCA’s Virtual Public Sector Conference in November.

The CFO of Shanghai Electric Group Co was praised by judges for playing an active role in promoting ACCA within her organisation, identifying and nurturing suitable talent to pursue ACCA qualifications.

‘As an FCCA and a member of the central China steering team, Fu Min has consistently supported the development of ACCA,’ says Chelsea Zhao, member engagement manager, Central China. ‘She provides guidance and assistance to ACCA members and future members by making every effort to attend ACCA activities despite her busy schedule.

‘Her enthusiasm and dedication provide valuable resources to ACCA members and inspire more individuals to join the ACCA family. She also has leveraged her network and influence in the public sector to help ACCA expand in this field by connecting ACCA with leaders of different state-owned enterprises and officials from government departments.’

Chelsea Zhao adds that Fu Min will play a crucial role in opening the state-owned enterprise market for ACCA in China. ‘I am grateful for her assistance in connecting the needs and opportunities between large state-owned enterprises and ACCA,’ she says. ‘Her efforts and contributions will bring new opportunities for ACCA’s expansion in the state-owned enterprise market, further promoting the development and progress of the industry.’

This year’s winners

The winners from the local competitions in various countries and regions are:

  • East Africa: Christine Nthiga FCCA, principal accounting standards officer, Public Sector Accounting Standards Board: Kenya
  • Nigeria: Adaora Ugwu FCCA (also ‘highly commended’ in the global competition), technical adviser to the CEO – finance and investment, Nigerian Midstream and Downstream Petroleum Regulatory Authority; and head of investment management, Nigerian Midstream and Downstream Gas Infrastructure Fund
  • Ireland: Shane Moran FCCA, lecturer in finance, accounting and professional development, Atlantic Technological University
  • North America: Olga Kuznetsova FCCA, vice president – financial services, TransLink
  • Caribbean: Navindra Datt Prashad FCCA, deputy commissioner – Internal Revenue, Guyana Revenue Authority
  • Australia/New Zealand: Gillian Mulligan FCCA, finance manager, ICT and digital, Department of Customer Service, New South Wales Government
  • Singapore: Grace Lim Siew Wah FCCA, CFO, KK Women’s and Children’s Hospital
  • Malaysia: Raja Mohamad Shahadan FCCA, CFO, INCEIF University
  • UK: Claire Jenkins FCCA (also ‘highly commended’ in the global competition), senior policy adviser, Companies House

In receiving the award, Fu Min said: ‘Being involved with ACCA has helped me to become a better me. I believe that what ACCA brings to each person is different. For me, it opened a window that showed me how exciting, diverse and interesting the fields of accountancy and audit can be.

‘It has broadened my horizons,’ says Fu Min, ‘and allowed me to witness the rapid development of the world, the rapid updating of knowledge and the increasingly fierce competition. But I feel that ACCA is not just about imparting audit and accounting knowledge; it is a qualification that represents our ability to reach a higher level.’
